タイトル: The Peripheralization of Foreign Academics in Japanese Higher Education

アブストラクト: This paper will seek to address the inherent discriminatory hiring and employment practices which foreign academics are faced with and which continue to question the Japanese higher education establishment’s commitment to international cooperation, despite recent governmental programs aimed at the internationalization of the higher education system (e.g. The ‘Global 30 Project’). Within the Japanese higher education system, foreign academics have a long history of being included for certain purposes and excluded for others, very often being treated as temporary ‘outside’ visitors rather than serious, career minded professionals. Even today, there remains an embedded assumption on the part of the establishment that predetermined cultural, ethnic and racial differences vindicate discriminatory hiring and employment practices which represent a form of academic apartheid (Hall, 1998). Employing foreign academics on the basis of native-speaker status, rather than nationality, is a mechanism commonly used by employers to circumnavigate the Labor Standards Law and avoid accusations of racial discrimination. As a result, a great majority of the 5,763 (as of 2007) foreign academics within the Japanese higher education system are contractually employed on terms which raise serious questions about ethical employment practices and Japan’s continued support of the International Convention on the Elimination of All Forms of Racial Discrimination that was ratified by Japan in 1995. Taking a broad critical standpoint, this paper will explore the above issues in greater depth and seek to make practical suggestions on how such discriminatory practices can be overcome.
